	Experience	1. Engineering degree is must 2. Over 3 years related experience in chemical engineering design is preferred 3. Familiar with proposal structure, pricing and manpower plan 4. Knowledge in Project Management 5. For Manager position, the followings must be met * Over 8 years related experience * Be able to organize proposal activity and draft proposal independently
	Duties	1. Keep abreast of latest techniques and practices in proposal preparation, recommend changes as may be required to Proposal Manager in order to maintain competitively prepared proposals, implement agreed changes. 2. Develop with Commercial Manager, Business Development Director/Managers, Manager, Estimating and Divisional Director, Proposal Operations the proposal strategy, type of response and scope of work for each proposal. The agreed proposal strategy shall then be issued to Proposal Manager. 3. Review progress of each proposal on a regular basis and give guidance to Proposal Managers. Ensure compliance with budgets and schedules. 4. Review all proposals with Proposal Engineers prior to Departmental Review. 5. Manage individual proposals as directed. 6. Prepare and issue reports and represent Proposals Department as directed. 7. Ensure proposal numbers are allocated and issue proposal closure briefs when appropriate. 8. Maintain and update experience listings, standard write-ups and CVs. 9. Issue proposal close-out report.
